In Japan tattoos are kind of a taboo, only people in gangs or thugs have tattoos. Since the Shimada Clan is a almost a gang, it makes sense for Hanzo to have such a large tattoo, and it also makes sense that after leaving the Shimada Clan, in his Casual skin, he is sporting a hoodie covering up the tattoo. Since he is no longer in the clan and is more or less trying to become a better person, it’s a cool take from the devs and desingers to do this kind of detail.
