Greatly constant low fps

I saw the fps in the menu at 20 and 18 although the usual is 80 or 90. And that is not a drop, its constant. Attempted to check for new updates for the GPU, checked if the laptop is overheating, i even set the settings all from high to low and barely got a 50 and sometimes even drops. Not to mention, it had some issues loading effects and so. I am running on a laptop with Intel Core i7-7700HQ @ 2.80GHz 2.81GHz 16GB DDR4 RAM and Nvidia GeForce GTX 1050 4GB

The frames should be locked at 60fps in the menu. Are you using a Razer Synapse enabled device?
