Don’t get me wrong he has been always the most venerable support, but he was created with the idea of being a glass cannon, delicate but deadly. He has a lot of dmg to compensate for his lack of mobility. Mercy is the only support with no real offense, so limiting her mobility means she is just dead a lot of the time, since her entire gameplay revolved around flying around to get in and out of a fight.
