It’s simple in concept really. If a team mate out of combat for a certain amount of time Mercy will do more healing to them until they reach full health or take any DMG.
This way you can better run mercy with off healers, your team can wait for their turn for healing if mercy is busy with another team mate and be in the game fighting faster.

What are you even talking about? Medic did not get healing ramp up?
He had overheal. Is that what you are talking about?
I think he’s talking about critical healing, where a teammate would heal faster if they hadn’t taken damage for a certain period of time

Except that Mercy is in line with Medic as she is. Medic didn’t have “ramp up healing”. Medic couldn’t heal you through most forms of damage. You were still required to use cover to make most of what a a medic provided. Mercy has a rez and a great way to escape all danger. Medic really doesn’t.
Also this isn’t a ramp up healing. Its a situational healing. which would be cool I guess. But Mercy’s healing is already much stronger than medics and can heal inbetween medics lowest and his highest, 22 in combat, 72 out. With mercy at a steady 50, 60 when ulting.
I always thought the overheal ability was pretty neat, but wished to see it on Symmetra (as shield) than Mercy.
However, they said Symm was clunky with any form of healing and changed her firing methods.
I’m not really mad about the rework, but I secretly think LMB and RMB being able to provide overheal would have been an interesting way of making her an off-healer without healing.
To OP:
In my opinion, this suggested change would result in more pocket healing
I know there are a large number of players who already see Mercy as purely a pocket healer, but I am not one of those (I consider her to be a main healer), and as such, I would not want this change to shift her in that direction

The medics heal rate increases if the target hasn’t taken damage for 10 seconds

He does actually. If a team mate in TF2 hasn’t taken DMG in a few seconds the Medic will heal them faster. It was done because in early testing people wouldn’t go to the medic if he was healing some one, it took to long to stand in line for healing so injured team mates would go for health kits or just run in and take a death.
