Hm. I’ll try to explain why nerfing Genji, especially inherently crippling his mid game, may not be the best way to go without sounding like one of those avid defenders.
Now, first of all: Pretty sure everyone that’s played as or against Genji has had a lucky Fan that isn’t aimed at all and just so happened to hit a headshot with a single shuriken, providing an elimination.
I understand the frustration behind that, however going in game even against practice bots (Whom have insanely oversized hitboxes), the size of the hitbox of each shuriken is roughly the same size as the actual shuriken itself. While his Fan is sometimes really stupid with it’s spread, the primary fire is so ineffective and hard to aim that using it on anything other than a scoped Widow, Ana, Ashe, Zen or Tanks isn’t really that useful, which is why the meme of Genji’s Fan being his actual primary fire rightfully took hold.
Overall the Genji issue is something that’s been plaguing the game for a long, long time. There’s not too many knobs you can turn without making him feel horrible to play with, since any form of sustain forces him to engage for too long and hence either hard commit and probably die or burn Deflect/Dash to retreat. He is a Very strong duelist against other DPSs, a bit less so against anything that can heal itself since he relies heavily on quick kills, the only way to stall out a fight being wall climb. Even a Tracer, Lucio or Ana can wear his resources down very quickly, so if he doesn’t land a combo he might as well skitter off. This changes with support aid and proper spacing from tanks, but having this consistently happen in your games is really not a thing until Masters+ not to mention there’s entire team comps that just require him to switch.
Yet on the other hand, those games where a Genji is properly enabled by his team feel Horrible, since his retreats are facilitated by good peel and healing, he can hang around flank spots and even the front line more often meaning he can capitalize on low health targets that the supports are not paying attention to that may not necessarily be out of position. This is without even factoring in what happens once one of the supports is killed, at that point nothing short of a stun or hard CC is going to stop him from cleaning house if he gets properly healed.
Honestly? He’s fine-ish right now in the same way Doomfist is fine-ish right now. People that learn him can run games on their terms, but a bad Genji or one that’s not receiving resources from his team would have much more success switching to something like Soldier or Ashe. Another apt comparison would be the Spy from TF2, since the general community stigma around them (And the people that play them) is the same.

Alt-fire someone point blank carries much of his good damage. This lowers his aim requirement as his hitbox spreads out allowing him to usually guarantee he hits something. Many targets you can hit 2-3 shurikens even with a rather egregious miss because of the two off center shurikens.
Normally, that wouldn’t be an issue on many heroes, but his swift strike is 15m and 50m/s movement speed. Even on approach he has poke dmg from either alt fire spam or you can go for the more precise poke. Which the precise poke means he can still contribute DPS poke at any range. Out range short range heroes or win duels in close range with alt fire.
The easy strategy is pair up with your team. Poke from outside people’s ranges and set-up an off angle. When you see a low HP target, close distance rapidly for the swift strike alt fire melee combo which can hit ~100dmg off only one shuriken. If you miss, then you might be able to be near a wall or use deflect + jump to get ot high ground or move to cover to heal up and try again.
He has all the power to choose when to engage. Having said that, I don’t think he needs any nerfs and I’m scared to see him get buffs because I’d rather him stay like Mercy. The easiest of all the flank characters where Sombra/Tracer can be the meta picks and rewarded for being harder to play.
Don’t all flankers? They want to have that and to have no opposition from supports when they attack.

The poor guy is now so easy to counter with Illari’s ult.
They are not at all.
Tracer cannot assault high ground whenever she wants due to no verticality.
Tracer does not have access to long range damage at all meaning she is slown down by her cooldowns.
Sombra lacks any in-combat sustain. You use stealth to close distance which means you close distance related to your cooldown on translocate or stealth. Usually, translocate is not meant to insert yourself directly into an enemy team. You use it as the escape which also puts a restriction on how quickly you can stay into combat or not.
Genji has an option to pretty much instantly challenge widowmakers with range or deflects. He has the wall climb + double jump to challenge people on high ground with no cooldown. His horizontal movement is slower as you want to safe swift strike for closing distance rapidly on low HP targets, but his ability to provide poke on approach and get short cuts by climbing/jumping over terrain saves him much time and always grants him an ability to have influence on the match and have very little down time from not doing something of value.
The thing which keeps Genji balanced is his lack of raw dmg.
Let me know when the entire support role gets permanent nerfs across the board including the removal of every no skill E ability they have or things like lock on Moira beams.

I am so confused… Instead of the actually good things in Genji’s kit… You are complaining about the size of his projectiles? Never mind dash resets, double jump, wall climb, deflect/cancel, NANOblade (because blade is terrible without some kind of boost).
You chose to complain about Genji shurikens projectile size…
They don’t need to nerf him because gold players don’t want to swap
Genji is strong, but
just isn’t true. Playing Genji against people with more than few brain cells between them is hard.
What if we took Genji out of the game entirely and made Gaku his own character?
