I highly doubt that’s the reason. It’s the reason people may use but one reason may be that his pickrate is too high. Another reason could be that they’d rather have more diversity than an outlier. They want other characters to be appealing, so that they can make and sell other skins.

Genji is the weakest he’s ever been 3 straight nerfs and not to mention the ult charge nerfs and blade dmg nerfs it was just too much they could’ve reverted those changes so he gets blade faster it’s useless on its own anyway

He’s playable most of the time. You just need to put more effort compared to most other heroes.
This is how Genji has been for majority of OW history so any Genji main should really get used to it.
My most frequent challenge is usually there being a trash support who can’t play anything but Moira who isn’t good at healing Genji, or a Mercy who is too scared to GA to me. The latter is more understandable after GA cd nerf so….those Moira one tricks though

Genji is not extremely weak by any metric available. Extremely weak would mean F-tier. Which he is not. You could argue he’s middle of the pack right now but since when is that a reason for buffs.
Is the idea here that every hero should be S-tier pick in all situations?

Genji was insanely strong at start of Ow2 with the disparition of all stun in the game.
They decide to nerf hog OS too, made flank stronger again
Flanking have to be hard to play, they get top mobility, tiny hitbox, escape, far less counter than ow1 they don’t have to get free kill on evry support / dps in the game.
