Not really, Genji lost one of his arms and both legs, but the rest of his body is simply covered in armor. It was never stated however how much of his legs he lost, if it goes all the way to the waist (including his… family jewels) or just mid-thight or even below the kneecaps. Heck, his body could be completely robotic like Raiden from Metal Gear Rising!

His junks are intact. Michael Chu confirmed that ages ago on Twitter.
Now how much leg mass he lost is a whole different idea. Genji was left in a near death state by Hanzo, possibly because of dragon power swings by Hanzo (It is said that Hanzo was the better swordman but abandon the sword after killing Genji).
It would be safe to say that he got his arm cut and so do both his legs from the knees down. In Storm Rising, one of voice lines stated that he agreed to become a cyborg just so that he can walk again, so it could well be that Hanzo did swift work to his lower thighs…
So im assuming he pops out his metal sports cup and just let them hang?
