Mei - Endothermic Blaster - Removed all damage falloff from her secondary fire projectile

Developer Comments: "We decided that Tracer was still too fun and not frustrating enough to play. It was not enough to nerf pulse bomb, introduce Brigitte, Remove flanking/alternative routes from Horizon, Increase projectile speed to make Hanzo one shot her easier while also giving him extra movement to escape and spam arrow just in case. No, A small amount of fun could still be had playing Tracer and this was unacceptable!, to try and solve this we gave Mei no damage fall off on her projectile so she can one shot Tracer from anywhere, this is also inline with the recent changes we done to Hanzo and Sym to make spamming choke points more rewarding for more characters. We also gave Sombra infinite stealth, this allows her to sit forever behind her team until Tracer tries to flank, then sneak up and hack her from behind, this makes an almost guaranteed kill with no counter play and paired with Brigitte this should surely make Tracer useless. "
