Reinstalled game, verified integrity of cache
sfc, dism repair and chkdsk /f /r /x scans run
Tried moving window using Alt Tab, Alt Enter, Win Arrow keys
nvidia and intel drivers up to date

Device is a laptop, cpu: intel 13th gen i5-13420H gpu: rtx 4050 laptop gpu
No external monitors, no audio playing when game opens. Only way to close process is to force quit through Task Manager

Had to hold Alt Tab while game booted. Hopefully this post can stay up and help a few other users.
