Game Chat Not Working on PS4 (Egypt)

Okay…
I LITERALLY have done EVERY POSSIBLE FIX IN THIS PLANET AND I STILL CAN NOT USE THE GAME CHAT ON PS4.
I have changed the Router’s DNS and the PS4’s DNS to Google’s DNS :
8.8.8.8 and 8.8.4.4 and changed the MTU to 1473.
IT DID NOT WORK!
I have opened all Ports on my Router using DMZ (Demilitarized Zone)
IT DID NOT WORK!
I searched for the PS4 Voice Chat Ports and Overwatch PS4 Voice Chat Ports as well :
TCP: 80,443,1935,3478-3480
UDP: 3478-3479
Then i added one by one and checked if it worked… it didn’t so i added all of them at once and guess what?
IT DID NOT WORK!
I Formatted my PS4 and Re-Installed the game.
IT DID NOT WORK!
I bought a new Router made for Gaming and replaced it with my old Router.
IT DID NOT WORK
I called my ISP (TE-DATA) i explained the issue to them. they told me to change the MTU (i don’t remember what it was) anyways,
IT DID NOT WORK
I bought an ExpressVPN Subscription so i can change my Region VIA turning the VPN on on the LAPTOP while connected through WiFi and sharing this VPN Connection via and Ethernet Cable. You guessed it.
IT DID NOT WORK!
I tried using my phone’s Hotspot to see if the problem is with my ISP (my phone’s carrier is Vodafone)
IT DID NOT WORK!
I made a hard Turn Off or Shut Down to my PS4 and unplugged the cable and plugged it back…
IT DID NOT WORK.

To be honest i don’t know what else to do. Do i have to get on my knees and start doing something wrong for you Blizzard so you can enable Voice Chat for me? and you know what pisses me off? is that i saw hundreds of posts from around the world (Mainly Middle East) stating the same problem and you are just so ignorant and not understanding to the point where it literally makes me go insane.
I love this game so much. but it really is frustrating when you are stuck in ELO Hell because you can’t tell your Mercy that a Plat Genji is behind her and will take her out. or if you know that their Zarya has a Graviton Surge or something. IT IS A TEAM BASED GAME AND IT BURNS MY BRAIN CELLS THAT I CAN’T COMMUNICATE IN A TEAM BASED GAME!!
if you know anything or have worked around this problem or even found a fix PLEASE let me know.
and Blizzard, you need to fix your attitude towards Arab Gamers and Console Players as well.

Solution:
Hello Ramadan!, the only possible way to make it work is by using a VPN.

Other things you don’t need to read:
I do understand your frustration, but I just want you to know that it’s not Blizzard’s fault. Egypt (and other countries in middle east) block the ports necessary to establish a VoIP connections ( as far as I understand ISPs blocks SIP packets on the ports ). So please don’t rage at them because there is nothing they can easily do. I do understand that you are probably wondering now why other VoIP applications work. It’s just unlucky that our ISPs block that certain way blizzard uses for voice chat. Also please mind that blizzard has already established their VoIP this way and that they probably wont change it just because a minority can’t access it.
