I thought about making that too but I have no idea how to track the damage you do 
You would need to fix some ults and here are some starting points.
Ana - Nothing needs to changed
Ashe - Make sure B.O.B does not target teammates.
Baptiste - Allies must be wary if they are in front of an AM
Bastion - Damaged to teammates needs to be reduced.
Briggite - Nothing needs to be changed
D.Va - Allies take full damage but they also will have communication that she has activated self-destruct.
Doomfist - Reduced damage to allies.
Genji - Reduced damage to allies.
Hanzo - Reduced damaged to allies.
Junkrat - Significantly reduced damage to allies.
Lucio - Nothing needs to be changed
McCree - Allies shouldn’t be targerted.
Mei - Allies will be slowed and will take full damage but will not be frozen.
Mercy - Allies who are hit with damage boost will not receive increased damage and will take normal damage.
Moira - Nothing needs to be changed.
Pharah - Significantly decreased damage.
Reaper - Significantly decreased damage.
Reinhardt - Earthshatter will stun allies but they will not take damage.
Roadhog - Significantly decreased damage to allies but allies will also be pushed back.
Soldier 76 - Tactical Visor will not target allies.
Sombra - Allies will be hacked if they are caught in EMP.
Symmetra - This generally for all shields in this game mode. Allies cannot destroy each other’s shield and instead will shoot through them. Essentially, nothing about shields needs to be changed.
Torbjorn - Decreased damage to allies.
Tracer - Significantly decreased damage to allies.
Widowmaker - Nothing needs to be changed
Winston - Decreased damage but allies will be pushed back.
Wrecking Ball - Nothing needs to be changed.
Zarya - Allies will fall into GS if they are caught near it.
Zenyatta - Nothing needs to be changed.
I have no idea how to add rules but here are some things you should consider.
Well, the only rules we have with hit detection are the player deals damage and play gets damaged rules. Neither of them trigger on friendly fire, as there are no friendly fire hitboxes: if you shoot an ally, the shot just goes through him.
In order to activate friendly fire you would need to make it 100% custom. Let me explain it for the simple weapon type, the hitscan: You need to make a raycast when the player shoots to check wich player is in your sight. Then you need to check wich hero the attacker is playing and damage the player being hit accordingly. Then you insert a wait action depending on the heros rate of fire. That was kinda easy. Now you need to do it for projectiles. You cant just use raycast, you need custom hitboxes for every single hero in the game, track the projectiles trajectory (probably with trigonometry) and check whether the projectile collides with the hitbox. And for stuff like Torbs turret and Symmetras turret it is actually impossible.
Simulating real friendly fire is really complicated. You might aswell just change the gamemode to deathmatch and manually assign the players to 2 virtual teams.

i actually did the deathmatch thing once to make a 3 teams deathmatch but some staff are broken like turrets but the worst part is that healers cant heal and tanks cant use sheilds which is a big part of overwatch
