Fps capped at 68, causes noticeable input lag

My fps is always capped at 68 fps. ive tried running on lowest settings, and working my way up to max. No matter what i always get capped at 68 frames. (Note: this is both using the in game counter and 3rd party software)
This frame cap has led me to have around 18 ms delay.
I dont think this is a hardware problem, as my gpu usage usually is around 70 percent with this cap. and once i go to lowest settings, my gpu gets to 30 percent still with the fps cap.

Specs
Cpu: I3 3100
Gpu: gtx 1050ti (Overclocked +200 core clock and +500 mem clock)
Ram: 8gb ddr4 2400 MHz
Psu :Corsair cx 450
Mobo: asrock b250m pro 4

This problem dosent happen specifically on overwatch, but since ow is my main game i thought i could post it here.

In the advanced settings of overwatch you can check the frame cap it may have been set to 68 mistakenly. I know that you can use Vsync to match your fps with your refresh rate of your monitor. like mine is 60hz so my game is always running at 60fps with vsync. not sure if maybe it might be something to do with your issue.

Your CPU is below Overwatch’s Recommended System Requirements, while you do have a very good GPU installed, the CPU may be slowing things down.

Alternatively, you may want to consider removing your Overclocks for your GPU. Overwatch has been known to behave incorrectly when certain overclocks are applied to a CPU or a GPU.

i dont think this is an issue with my cpu, because even when i drop to low settings 720p i still experience this cap. i have tried turning off my oc on my gpu, but that has not done anything.
like i said in the original post though, this issue is not specific to overwatch. so i dont believe it to be a bottlenecking problem.

I would suggest to turn V-Sync off, cause it causes so much Input lag, you play worse then you would actually play without V-Sync its a lot more responsive, trust me;) And capping the Framerate higher then your refreshrate, can make it even better. I suggest depending on what Hardware you are, cap your Framerate at 90 (low end) , 120 (mid range), or uncap (high end). I would suggest when tweaking settings that you download msi afterburner with Rivatuner Statistics Server and show your GPU Usage and CPU Usage with an On-Screen-Display to Identify the bottleneck. Reminder: More FPS means more load on your CPU so try to find that balance point. And one big tip when optimizing this game. Close all Applications start Taskmanager and show you Performance Graph, and let it run not touching anything. If you have certain spikes, you have some programms running in the background that can cause high cpu usage, which may happen when you play Overwatch, try identifying those processes and disable them in the Microsoft Services App (first research in google before turning specific processes off, some may be necessary). That made it better for me in avarage, but the games engine isnt perfect causing, in some unreasonable scenarios high CPU Usage. But at least that does happen a bit less often than before my tweak. But they are still there.
