CC immunity AND 50% damage reduction (same DR as nanoboost btw) for FOUR SECONDS? No wonder Orisa is a must-pick right now. Nerfing either the duration of Fortify or the damage reduction would make it more reasonable.
The problem with reducing Orisa’s shield cooldown too far is that will make her completely not viable, rather than a pick that can be played in some situations. But as long as she’s in the meta with fortify in its current state, she’ll be incredibly overpowered.
There is way too much CC and burst damage in this game, you can’t nerf Fortify with completely killing Orisa. Her shield is already trash, making Fortify worse will kill her completely.

I… hard disagree with you on this one. She has a shield with more health than Reinhardt, and she provides more utility by being able to fortify, while he gets booped around. Compared to other tank heroes, her shield health is something in her kit that’s a strength. That’s why she is played in bunker comps. Orisa is strong when the team comp requires winning the shield war. The problem is that while her strengths (shield health and cooldown) is good, secondary abilities are also balanced so that they are incredibly strong.

She has 2 tools for surivalbility: Shield dance and fortify
You can’t burn her like any other tanks, this makes diving her useless

Kneecapping every tank until they’re all worse than Rein, whose pathetic himself, isn’t going to work out.
Besides, Orisa wasn’t very good a few months ago before the meta shift, and after all these barrier nerfs, it might be a long time before she’s viable again anyway.

I’m not saying she should be worse than Rein. But as it stands, she’s a must-pick in the current meta, and it’s not because of her shield cooldown. She’s impossible to kill because of how strong fortify is.

To be honest, I think fortify needs a buff. As soon as this patch goes live, Orisa will have had 2 seconds nerfed off her shield. When her shield is down, she dies quick. She’s already likely to be trash next Tuesday. She definitely doesn’t need further nerfs.
Sigma on the other hand might need more nerfs. And D.Va might need further buffs.
The discussion should not be about emotions.
“Orisa is meta and taking away her fame would not be fair” is not a good argument.
Tanks/every hero need a weakness you can exploit.
I want her to be viable, heck I would love to have a diverse meta, but a tank that can just enable so many tanks being played as an off tank because her kit is too strong is not healthy.
Orisa’s had Fortify forever and its never been a problem. She needs it because without it, she’d be the most vulnerable tank by far. The cc resistance is nice, but obviously the best part is the temporary damage reduction, but its got a long cooldown. Heroes like Widowmaker get to zoom across the map when they’re pressured, Orisa has to stand her ground, she needs an ability that helps her do that.
You can just answer Fortify by 2v1ing Orisa, who ain’t going no where; or you can bait it out and just come back while Orisa doesn’t have it, without it she’s so vulnerable that its well worth it.
Orisa’s a must pick because tons of small changes have been implemented to counter dive and GOATS, comps that need to innitiate, need to brawl into your team. Now they can’t, so Orisa is the only option left besides Sigma. Orisa also benifits from the fact that its so much harder for a deathball to brawl without getting wittled down to nothing first, and you can just answer dive with AoE healing and counters like Mei and Torb.
Orisa doesn’t need nerfs, other tanks need buffs. At any rate, Orisa is getting nerfs anyway, and a few tanks are getting buffed, so just wait till ptr hits live and we’ll see if Orisa is still even viable.
I agree fortify sounds op on paper but concidering her weakness to close range, her HUGE body with even bigger head and slow projectiles, I think it’s not that bad… On long to medium range orisa is super strong but on a close range battles she’s just too weak… I really don’t see a problem about giving her at least one abillity to deal with close enemies…
I don’t want a nerf to the damage reduction, but I think that instead of making her immune to CC it should make her take 30% less, like rein.

I remember when people were running around using Orisa as the basis for getting scatter removed and not once did people mention her barrier or fortify or her CC. Now when she enters the meta 2+ years later now she’s op, broken and unfun.

Armor has been nerfed
She can move a bit faster while shooting
Her shield has +2 seconds added to it’s CD
