Deadeye is hands down one of the worst ults in the game. There’s a reason high ranking players used to use it as a quick reload button.
I would not call High Noon “good;” however, in the current state of the game, it is hard to call it “bad,” and it sure as hell ain’t ugly.

I say good not great because there are better ults, but people always speak about it as if its useless.
Like I see that ult get move value then genji ult. Though that might just be a rank issue.

Do you mean skill floor? High skill ceiling would not prevent people from playing the character, they would just never reach the potential.
High skill ceiling would mean other players would get much closer to it and ROLL him with the new Cree buffs.
Higher floor wouldn’t matter much as he’s past the floor already

Ah, I see what you are saying. Have you ever played Lawbreakers? There is a character with revolvers who has three blinks like Tracer. He was the perfect marriage between the two. Very fun mobility with precision aiming. Ironically he was the easiest character to play in the game. But it was still pretty cool having burst hitscan and high mobility on the game character. It would be absolutely broken in Overwatch, however.
