Fixing all spread, or just Reapers?

Continuing the discussion from New PTR patch nerfed Reaper, not buffed him:

We’ve changed the spread pattern and adjusted the distribution of the bullets. This will go to PTR with the next update. All of the changes to Reaper were done with the intention of making him more reliable. None were intended as nerfs.

Reaper is certainly the worst example of this spread pattern but it’s still bad on other heroes, particularly ones who use shotguns. I was just wondering what the odd are for this being fixed across the board?
