This has been happening since the newest update in every game. I actually have 40ms ping, which isn’t bad at all, but it feels a lot higher. Everyone stutters around at a seemingly consistent rate, my blinks are laggy, etc. Here is a video. I do not get kicked from any games, as some people have been reporting.
In your video, the network trouble icon is flashing on the top left side. This points to packet loss, since your average ping isn’t really being affected by the occasional dropped packet. Staff/MVPs/other players will want to look over one of these to help you:

Follow the support documentation for WinMTR. If you’re unable to get into a game for the IP address, then use an IP from the table provided on that page that matches your region. Run the test until you encounter the issue again, or for at least 10 minutes.
Share your results in a reply:
- Click the “Copy Text to clipboard” button after you’ve finished the test per the instructions.
- Paste the text in a reply, then highlight the pasted text and click </> on the post editor.
- Break any links by adding a space before .com, .net, etc.

I see some ping spikes and some minor packet loss on your ISP hops/routing before you reach the Blizzard servers. Have you reached out to the ISP, or are you still experiencing problems?
I have not contacted my ISP, but packet loss doesn’t seem apparent anywhere outside of Overwatch. I ran a packet loss test and lost 0 packets. My ISP is Cox, so I don’t think it’s a consistent problem from them considering the amount of forum posts on this issue would greatly rise. I have no issues with my wifi anywhere outside of Overwatch.
EDIT: Um… It fixed itself. I cannot figure out why it fixed itself, but it certainly did. Thanks for helping though <3
