It’s a punishment for misconduct.
I don’t know what your specific circumstances are, but ideally, the only people with Endorsement level 0 are those who have abused the communication tools and been put into this probationary mode in the hopes they will learn from the experience and not repeat their mistakes in the future.

you need to be successfully reported to be at lv.0, you might want to check your own behavior before complaining the punishment.
other players don’t need to put up with someon else’s trash talk.
if you prove yourself a nice, friendly or at least not a toxic player and get back to lv.1, congradulation! you can speak again

- If you are being silenced, that means you weren’t particularly helpful anyway
It’s just a chat ban for getting actioned. It was silly to tie it to endorsements but that’s about it.
