So is an 11 year old mentally and emotionally developed enough to make a decision, or series of decisions that not only could, but are intended to end human life? If no- then she shouldn’t be revered for doing so. And, if yes- then by that logic 11 year olds should be charged as adults for homicide.
Mine were. If an adult cannot teach their children about firearms, that’s the adults fault. My kids were taught a gun is ALWAYS loaded, and the primary reason for having one is ending life, be that animal or otherwise. My kids don’t play with guns, and if they had the intelligence to build an Orisa, I think they would be one better then we got in the game.
Please don’t try to transfer applicable law from the USA or Europe 1:1 to an imaginary world that shows a possible future that also has a world war behind it.

Ok, you’re too caught up on the bit about your kids gun safety. you’ve lost in context to the question. This isn’t about just gun safety. Efi kills people. She uses a robot to do it. Shes 11. No stable parent would trust their 11 year old to make the decision to determine when and how to end the life of another human.

Either she shouldn’t have been allowed anywhere near the equipment. or in Numbani, in the overwatch universe, 11 year olds are mentally and emotionally adults in terms of criminal liability.
