Blizzard is actually the fools who nerf heroes without doing their own form of testing, they see a community out-cry for x hero who is meta and want them nerfed cause they refuse to counter swap.
They could have got their spots pre nerfs and not played her since. Either way she is still good, but not op on pc. Idk about console, but blizz certainly isn’t making balance changes based on console.
I can’t emphasize how important this is and is the best way to deal with OP Dva. 
Dva OP is a joke, Hog is more OP than Dva with his healing and one shot hook combos. Please just learn to counter swap to kill dva, she is very weak against BEAM heroes.

i have no idea what exactly changed but he went from extremely annoying and lowkey broken to bottom 3 tanks in 1-2 patches
