This pompadour gangster has failed to call for backup twice . 
However his presence shows that it was the Hashimoto clan in the Dragons cinematic. The Shimada clan had already been totally wiped out after the death of Hanzo and Genji’s father.
I am told there are pre game lobby interactions, or voice lines between Hanzo and Kiriko that shed more on this -but I haven’t been able to find them.
Hanzo asks how Asa is and Kiriko tells him that Hashimoto runs Kanezaka.
Hanzo: How is your mother
Kiri: The Hashimoto run our neighborhood now
Hanzo: Oh… I’m sorry
Kiriko: Sorry enough to help?
Hanzo: …
Tehre is a LOT of chances that we’ll have a side story mission with Kiriko & the Shimada (+1 other hero maybe?) to free Kiriko’s father from the Hashimoto & get rid of their presence in the city.
My thought would be either Zen helping out Genji or someone from the new Overwatch strike team like Tracer or Mei
Long story short for the Lore.
Shimada empire was a criminal syndicate.
Hanzo’s father died. Clan elders told Hanzo to make Genji grow up
Crybaby tantrum from Genji. Results in fight. Genji “Dies”.
Overwatch was stalking Hanamura, Saw Fight. Revived Genji
Conscribed Genji to take down Shimada Empire while Hanzo had left cause killed bro.
Genji Left, Hanzo Left, Shimada destroyed. Hashimoto takes over.
Hashimoto don’t take care of the city like the Shimada. Results in chaos. Kiriko takes small group to fight against Hashimoto in the city.
Pompadour Guy has been knocked out by Hanzo during Dragons short and screamed bloody murder cause he was chased out of a building by an axe wielding deaf child.
Genji still answers the call of Overwatch cause he was apart of the team in the past. If it wasn’t for Zenyatta then he would most likely be apart of Talon with Reaper. Hanzo often gets invites to join Talon but keeps rejecting it and honestly it might be abit of an interesting arc to see Hanzo join Talon but from what i’ve heard (Cannot confirm), Hanzo has been hanging about the Yokai (Kiriko’s group who protect Kanezaka)
If I remember right, pompadour also briefly talked with Zarya as she was hunting Sombra down.

As soon as she rudely dismissed an omnic cook however, he completely scoffed and refused to help. At least he has some decency.
