But where I’m going with this, is that “Widow is too frustrating to play against” is very much a lower ELO issue.
All instakills in all videogames are usually “Formal Counterplay” issues.
i.e. The victim of the attack, does not get their turn to “Play a Counter” after getting shot in the head by Widow.

So you need to have extra layers of downsides for Widow to deal with that.
And the devs chose to do that by just buffing Sombra and DiveTank’s burst damage. But as you’re well aware THAT definitely affects all ELOs.
And if they did something like this:
Then higher ELOs would be less upset, AND they could scale down burst damage on Sombra and DiveTanks.
