And to confirm you specifically purchased the Legendary Edition and NOT the Game of the Year edition or Origins Edition.
yes, i have GOTY edition, but it’s still not fair 
The Game of the Year edition contains very specific rewards that differ from that of the Legendary Edition. Your package came with 10 standard loot boxes. So there is no problem here. You can earn any of the skins from the Legendary Edition by continuing to earn loot boxes, so keep playing!
