I agree. He does suck and he, alongside moira, is one of the heroes that only ever gets kills from stealing kills with his tickle gun.
Before anyone says anything, I play him whenever I don’t play Rein. I’m mostly joking but his gun is a tickle machine. Most deaths from him are the rare ult environmental kill and Winston stealing kills when enemies are at low health. Rare occasions are if he focuses you down and you don’t have an escape and you’re alone e.g. I usually die if I’m alone as Lucio because you can’t outrun with speedboost before you die and you can’t outrun with heal on plus he out-damages your heal barely.
Winston is a really weak and inconsequential tank in most situations though.

Agreed he should get an alternet fire like eltron ball shoot a secondary like zarya but if on direct impact it deals electricity damage over time like poison maybe two seconds with 15hp per second
