When lucio boops me I swear sometimes I move a gentle 5 inches and other times I get to the point and get booped back to the spawn. Same goes for stuff like winston ult and wrecking ball grapple hits.
Characters that have a multiplier to their movement speed like Orisa, Dva, and Reinhardt while firing/shielding will take less knockback from a Lucio boop.
If you jump in the air and get hit by a boop you get thrown further than if you were on the ground. This is a reason why jumping is so bad. I have died to rather random things for jumping when hit by a knockback move.
Plus, when you start to hold a direction affects how far you travel. If you hold towards Lucio before a boop and during the whole thing you do not travel as far compared to when you moved part way in the air.
Lucio’s boop should be fixed. The only difference are if you are moving in the same direction as you’re being booped, it’ll feel like you go further, although this isn’t the case. However, because of engine limitations (nice way of saying a bug) D.Va and Orisa will be booped less while firing, as their movement penalty also inexplicably reduces their knockback distance. This could possibly apply to targets slowed by Mei or Symmetra, but I haven’t tested it.
Also, I believe that Wrecking Ball’s maximum speed knockback is variable (based on his speed, not yours) like Pharahs.
Another issue is that Wrecking Ball can be knocked back further while in ball-mode (not in quadraped mode) because he behaves like a game-world object while in ball-mode (think of the things on the ground you can move around) and so boops will make him go a LOT further if he’s travelling in the same direction, and a LOT less if he isn’t. AFAIK this is the ONLY hero that has this interaction. No other hero should, and except for D.Va, Orisa and Wrecking Ball in these specific situations, fixed-distance knockbacks like Lucios boop and Brigette’s (but NOT pharah) will always boop the same distance.

Honestly, I feel like some lucios boop me halfway across the map and I feel like others don’t even phase me. Maybe they’re just better at judging when I’m holding my strafe in one direction vs the other and choose to boop when I switch to something favorable.
You’re right, I forgot about Reinhardt. However, jumping doesn’t affect Lucios boop distance, only the possible angles. If you were to draw a line in which they travelled, the only difference is that they would travel diagonally before starting to fall, and that fall time is what makes it seem like it’s farther (because once the boop is done, heroes can affect their own gravity, and so they can literally move themselves even further backwards). However, you can also boop heroes (after the patch) upwards the same distance while they are on the ground. While jumping, their boop height is only as high as the boop+jump distance, which doesn’t mean that boop affects them more while jumping or in the air.
Also, heroes except for Wrecking Ball do not have momentum, and so which direction they are running has no effect on the boop distance. Genji running towards a boop and running away from you is booped the same distance. It’s a fixed-dstance, except for D.Va and Orisa while firing. Note that D.Va and Orisa are booped (less) for a different reason that Wrecking Ball is (more and less).
Lucio’s boop also has a mechanic that launches you differently depending on where the boop is aimed. That could also be a reason.
Boop is fixed unless a hero is using an ability that changes their movement speed, like dash, charge, blink, ect. Otherwise heroes, except for Wrecking Ball in quadraped mode, have no momentum (according to the game engine) and so will always be booped the same distance.
The discrepencies are due to heroes using movement abilities, and since nearly every hero has one, this is very likely. But if you test it in a setting with just 2 people, you’ll see that no matter what you do, without using abilities you will always be booped the same distance.
I could have swore I saw a change that made it so Lucio could affect how high you were booped by simply aiming more up or down. It seems to work like this for me in game as well.
if you are initially moving towards lucio as he boops it will be less effective, moving away will make it more effective.
