I had the Twitch all access pass for OWL, but my game is still asking me to purchase the emote. my account has been linked to Twitch as I have recieved all other twitch rewards for OWL.
Disregard, after further searching, I found that it requires a manual redemption unlike other all access rewards from your all access pass. go the overwatch league stream page and click “loot” underneath the stream feed. there you will see an option to redeem it when you hover over the emote.
