Dev insight needed! Comp brackets and elo struggle

Dev insight needed! How does matchmaking work in Overwatch? I mean we only see brackets now for competitive tiers but there has to be numeric values behind the scenes like in overwatch 1, but how does the matchmaking work in means that does it balance the numeric values when calculating team vs team comp or are teams random within the bracket?

Cause this poses a fundamental problem for people who try to solo climb for example; If the game tries to balance the numeric values team per team, it makes your struggle to get out of silver harder the higher you are within those numeric values, because then the game teams you up with people who have less numeric values, so even tho your personal skill is improving your team numeric value still stays the same, so basically the higher you within a bracket more you need to carry. This means you have to be way higher than your current rank to get out of that bracket you are playing currently, this is flawed af.

Basically it boils down to this; If you loose a match, can it have positive effect on your upcoming rank and vice versa if you win a match can it have negative effect? Can you rank up with losses only and loose a rank with wins only? Cause if you cant do those things game fails to rank up peoples invidual skills, you could be carrying like hell and still loose, you could do nothing in match and still win and if the game ranks people according to losses and wins, the system doesnt work.

As long as the game tries to balance teams in a way that sum of overall team numeric rankings match the opponent teams, the outcome of the match tends to be 50/50 coin toss, this system makes it really hard for people to climb out certain brackets if rankings are made according to wins or losses rather than personal performance within the match itself.
