Shoot and hook almost immediately right after, the bullets hit first, and you still get hooked.
That’s why I said it blocks CC, so the hook would touch you and cancel the effect but you wouldn’t get hooked.
Edit: Nvm I read it like… backwards I guess. Yeah I guess, but it would still change stuff up and a lot of Hogs would maybe forget to do that. Though if you timed it perfectly you could still save that one teammate if you applied it after they got hooked.

This would be fine if it was their escape tool, so it could only be used on themselves.
An old version of the goddess Nox from Smite used to have an ability almost identical to this called Shadow Barrier. It lasted for about a second, blocking all damage and hard CC effects like stuns, pulls, knock ups etc, with successful blocks reducing her active cooldowns by a second.
So, it could easily work as an ‘Oh sh1t’ button, but I can’t see it working as a general ability the hero could just throw around on cooldown.
It would be stronger when dueling against like Hanzo, Ashe, Rein, Pharah, Junk, characters who largely deal damage in singular shots. Basically useless against characters with sustained damage like Soldier, Tracer, Sojourn, D.Va, all beam users.
Burst damage already doesn’t have a ton of counters, so having the opportunity to block a singular hit would make it a strong ability into certain comps over others. I can see it potentially being too situational to the point that the character with this ability is never relevant unless snipers or burst damage are meta, but I would be willing to play around with it.

yeah I see this issue as well, maybe if it had some other effect or like a low (like zen level) healing for its duration?
That ability kinda sounds like the ability that Rei has in paladins.
Rei prevents damage up to 275(or whatever it was) so anything above that would lower the damage dealt to rei(and a teammate) to 275.
So snipers who deal 1900 damage in that game would only deal 275 damage for the duration of the ability.
What if upon being broken, it did a small interrupt stun to the player that broke it? This would also prevent Hog from shooting and hooking at the same time to avoid it.
