Can someone confirm how crossplay is matched please as I cannot find any confirmation on it.

I have a friend who plays on PC using a controller, if I crossplay with him on my Xbox am I going to get put in fully open PC lobbies?
Yes.
Crossplay with PC players works on an invite only method, and PC players won’t join console lobbies if they group with console players, the console players get sent to the PC lobbies.
Without grouping with a PC player, all console players are pooled together in the console crossplay pool. So Xbox, PS, and Switch players all automatically crossplay with each other.

Just weird that i’m getting around 15 min queues when queueing for all roles, on 3 different platforms and 5 different consoles.
I used to be mid to high diamond throughout OW1 too, which isn’t super high to the point it lacks players, so just really weird.
Region might have something to do with it. Where do you play?

When are you trying to play? Because if it’s now, I can’t imagine many people queuing up for ranked this early in the morning. 
True yeah, you’re not wrong. But I started trying this last saturday in between 11 am and 3 pm. Tried twice with a duo too, waited around 40 mins in total and we got no game.
Does sound pretty long tbh, but I don’t play comp so can’t even tell you what my queue times in NA would be, also I’m gold, so probably fast queues for me in the 
ranks no matter what region.
