I decided to hop back into OW to play around a bit today but the game was basically unplayable for me with constant stuttering and rubber banding everywhere even though my connection to the server was as low as 18ms ping with my fps never dipping below 40. the only constant was the lightning bolt symbol which I looked up threads on it, but it mostly pointed towards lag issues which quite obviously isn’t a problem when I’v got as low as 18ms
Do you have RTT and IND turned on? When no turn them on and make sure the IND is a constant 20. The RTT is your actuall real Ping, which fluctuate constantly, which is normal. For more details you can open the Network Graph for more information, by pressing in the Training Range or In-Game Ctrl + Shift + N. If its not working look in the Options under Keybindings where your Network Graph is defined.

That doesnt look very good its fluctuating constantly, something isnt right with your connection. And in terms of FPS download MSI afterburner and let it show your GPU and CPU usage to identify the bottleneck.
Minimums do not describe a statistical population. Averages do a better job, but statisticians will tell you they say nothing of any particular realization. To rule out lag, you must see good consistent performance over time, a single ping won’t do.
I use a gadget for Windows 7 called “Ping” that displays a “last 5 minutes” graph of ping times to Google. This way I don’t just see the good, I see the whole picture. Hope it helps.
I honestly don’t think it’s a bottleneck of sorts when it comes to this game, especially since this game worked flawlessly at one point and there hasn’t been any massive technical updates that would warrant the game completely unplayable like a massive graphical overhaul.
for what it’s worth I ended up getting some video footage with the hardware monitoring software mentioned earlier, but I’m not really sure how to interpret it.

OK let me tell you you displayed way to much you. Under monitoring in the options of MSI Afterburner you can choose from a whole List what you want to display. Normally it shows under properties for each categorie “show in OSD” disable everything so it does not show up in the On Screen Display, except for: Memory Usage, GPU Usage, CPU Usage, GPU Temperature, and CPU Temperature, at least I have it like that and you have all necessary Data to work with. I can say from the Videos that on Junkertown, you CPU Usage was very often peaking to 100% so its technically a bottleneck. Ranked is even worse in terms of CPU Usage. But GPU Usage is fine.
