No, this is just wrong. The priority of the developers should be to make the Overwatch experience better for players. There’s no one specific way of doing that.
This wouldn’t affect PC players negatively at all, nor would it affect console players, so I don’t know what you’re trying to argue here. It’s only a win-win for everyone and a better Overwatch experience overall.
