Cloud Gaming Compatibility?

Hiya!
Recently, my laptop has been experiencing FPS drops quite frequently, now only reaching 40FPS on Low-ish settings (Low but with a few Medium options like character model detail). I don’t have the ability right now to buy or build a gaming pc, and so I’ve decided to look into “Cloud Gaming”. It looked quite promising, but apparently, using such services violates Blizzard’s EULA.
What exactly is the problem with Cloud Gaming services, and if I do decide to use this kind of service, will I get banned?
I mean, a new pc would be nice glitz and glamor, but do I really need to spend hundreds of dollars I’ve worked for just so I could play a game better? Cloud gaming seems to be the best option in terms of pricing, but I’ve heard that doing so comes with a big risk of being banned.
Is that true? And if not, what cloud gaming services are the most recommended for Overwatch?

Cloud gaming works, but you would have a lot of input lag.

I have a pretty decent connection (average latency ~105ms) …

But that’s multiplied by how much lag the server you are hosted off of is running from the OW server. So 105 might be what OW determines the server is running on, but it might be 210 with your streaming service to the computer.

Blizzard’s End User License Agreement prohibits the use of cloud gaming services even if you have a valid full license for that game. Services like NVidia Now were recently stopped from even allowing any game from Blizzard from being streamed.

Or is buying a new pc my only option?
