Reaper isn’t good against high sustain, super tanky comps. He doesn’t have that much sustained damage so any enemy that can weather his burst damage will just wear him down and then kill him while he’s reloading.
A real tragedy is double barrier meta not being hard countered by Sombra, the hero that erases barriers on Q and can prevent barrier spam or lamp from being used to secure picks. It’s literally her meta to counter, where was she? Oh right, down in Z tier.

Nah, he was super trash in that meta for the reason I said. His burst damage isn’t sufficient when noted meta-wrecker Ana Amari is pumping 140 HPS into Reinhardt’s armor.
