I just imagine something…Genji coming up to Hanzo saying “You can not defeat me, brother” with Hanzo replying “Omae wa mou shindeiru”, with Genji replying “Nani?” and then a scatter arrow that Hanzo shot a few minutes ago bounces off a surface and headshots Genji.

Not in-game…but canonically or realistically…it could.
But if I’m to correct it…
Genji dies by Hanzo because he ults from spawn then walks through a Symmetra teleporter to meet Genji. Then that dragonstrike from spawn kills him.

The initial arrow can but not the scattered arrows.

They mean the scattered arrows themselves can’t headshot. The original scatter arrow can but the shards cannot.
EDIT: just saw what elfcrippler said in later replies. He/she is wrong, direct contact with a hero will cause it to split and the original arrow can headshot.
I would like this, it’s too bad Hanzo’s voice actor doesn’t do any Japanese voice lines except for the ult.
Bad Japanese would probably be even funnier.
They should also get matching emotes with the bright red eye things like in the meme
