His problem was always having the default 2x headshot multiplier. They have to do weird things with him to justify his existence when Ashe exists, for instance. As an example, they could have his headshot multiplier be 1.5x but increase his base damage to 80-85 (depending on whether you want him to still two-tap 250’s with headshots). That way, they don’t have to get funky with his other stats to keep him competitive with Ashe. Plus, three-tapping Pharah with bodyshots sounds like a good idea.

Funny enough, I think Ashe was a mistake. She exists as a redudant hero that kind of just replaced both Cass and widow when she is good. She also kickstarted the precision hitscan arms race in OW1, where Widow, Cass, Soldier, and Ashe just kept getting powercreep to compete with themselves.
For overwatch 1, of course. I just don’t think they’ll make any type of flash bang or grenade auto lock again though. It’s miserable to play against, only having 1 tank and leaving one flank open for guaranteed damage 90% of the time wasn’t good
I always saw it as a frontline bouncer, similar to hog hook. ATM, the game is just a big deathmatch largerly becasue space is not respected. You hardly ever see the clearly defined battlelines that made OW such a fun tug of war. I think with new cleanse support abilites, its less of an issue.
And what I’m saying is using more levers allows the devs to accentuate their intended engagement ranges without having to give McCasserole things like 275 hp or anemic damage falloff. It’d make them more like apples to oranges and less like apples to apple-flavored oranges.
