I tried to unlock some skins/highlight intros and none work? I keep getting “The purchase fail. Please try again later”
Tried it on multiple heroes as well.
It will allow me to spend the credits, but won’t give me the item. No surprise honestly.

not letting me even spend the credits 
Same here, I bought a victory pose for Kiriko, but it’s only popping up with “Unlock”. Even if I click that it won’t take my credits a second time. I really hope Blizz fixes all this, with the queue times, the store, and the cross-progression for console to PC.
