Can't change latency zone in custom games

Attempting to change the data center preference in Custom Games to most of the available areas results in an error and forces the lobby to use your closest server instead. The error I get is "Preferred data center unavailable*.

I’m confined in a crumbling castle, surrounded by eerie silence. I’ve been here for 5 years, ever since the Overwatch Workshop was released. My captor, who appears as a dark, corrupted Reinhardt from the “Cursed Knight” custom game, says I can only leave when Blizzard fixes all the workshop bugs. Please, I’m so tired. Please.
