Title says it all cant add a bot for her
Some heroes do not have AI: D.Va, Wrecking Ball, Pharah, Echo, Lifeweaver and Illari.
I think D.Va, Pharah and Echo do not have AI bot because they fly and Blizzard do not know how to do it properly. Wrecking ball… maybe the grappling claw? Lifeweaver and Illari because they are new, so Blizzard do not have AI yet. However, Lifeweaver may will not get AI bot because of buildables (petal and ultimate) and switching guns (Symmetra AI does not use her teleporter).

If you really wanted you can create a dummy bot of D.Va, and add a bunch of actions to it, to make what you want it to do, though it most likely will take a lots of time to do.
