The answer to this is not “no one can swim”, because this is not asking from a gameplay point of view. Yes, falling into water in-game results in a death, but this is a story-based question.
So who among the cast would be able to swim? I’m guessing Winston probably sinks like a rock, as would Reinhardt (especially in all that armor). Orisa and Bastion probably also can’t swim, but as long as they’re waterproof, they wouldn’t need to; they could just walk along the bottom.
If Zen’s hover mechanism works on water (like most fictional hover tech does) then he could just float over the surface, if that counts.

Canonically, I guess Roadhog and Torbjorn as they have the water sports icons for the Summer Games.
i’m guessing all of the non-augmented humans can, doomfist/genji might be unable to seeing how augmented they are, gorillas/most robots can’t swim irl so rip Winston/the omnics, moira seems like the kind of person who’d forget how to swim, roadhog is trickier since theoretically since he’s mostly fat he’d actually have an easier time floating.
again this is considering they’re not wearing their combat gear atm

It’s fairly unlikely that any former overwatch agent was not trained to be able to swim.
We canonically only know that D.va can swim, otherwise she would drown before help arrived in her short. Bastion is seem walking from a lake in this comic, but it was a “sink to the bottom and walk” situation, not swimming.
Reaper, obviously. He is able to turn into an ethereal wraith that can fly, you mean to tell me that he cannot swim?
Although he doesn’t need to swim, because as I was saying, he could just fly or levitate on the water in his Wraith Form.
Plus the fact that Reyes was part of the Soldier Enhancement Program (soldiers must know how to swim), and he obtained superhuman reflexes, agility and strength.
I’m not sure why any of them wouldn’t be able to swim. They’re all in globe-trotting combat organizations, after all.
Well, she did kinda seem to black out after the explosion, and even if she didn’t she still suffered a broken leg from the incident. She was probably in the water for a while before the rescue team plucked her out
I’m assuming all the characters that aren’t either made of metal or wear heavy armor could potentially swim.
