My boi Lúcio would probably be in F tier.
He’s got power thanks to his sound tech and crowd riling abilities, but no combat experience and only having music as a weapon limits him compared to the rest of the cast.
Plus, the impact of his healing and speed boost would be drastically lower in a real environment.

Ana - D, she not even using an actual gun anymore and relies on teammates, clever though and resourceful.
Ashe - F, Horrible shot according to cinematic.
Bob - A, it took a surprise attack with 6 grenades to take him down and even then still worked fine… for the most part
Baptiste - E, Canonically how good is his Immortality field exactly? Just a barrier with a long deploy time. Above average soldier
Bastion - A, While being unwilling to fight Bastions is still the last of the most feared form of Omnics.
Brigitte - C, Tough as Rienhardt, but he’s still the alpha
D.va - A, Her mech is made to fight a Omnic that can destroy an entire nation and she keeps winning. Granted she has a team.
Doomfist - S, It took 3 over watches top agents to bring him down and he made it look like child play. Completely destroyed Numbani defenses to get his gauntlet back.
Genji - B, not a pushover in the least and probably the best agent in Blackwatch.
Hanzo - D, Relies on stealth and his dragons dont seem nearly as powerful as the do in the game as they do in canon
Junkrat - C, He’s a madman with explosives. Nuffs said nothing special, not too bright
Lucio - E, Honestly not enough lore to base off of, great leader though apparently.
Mccree - D, A step above ashe. Clever though and has guts and luck on his side it seems.
Mei - C, The power of ice is good, but her abilities in game dont seem to pair with her cinematic. Just how good is her cryo tech in a fight?
Mercy - B, We saw in storm and uprising she’s actually a pretty good fighter too though we play her as healer.
Moira - A, In the process of becoming more then human.
Orisa -D, a brawn and no brain. She’s a kid science project from a mass produced Omnic.
Pharah - C, She’s tough for a soldier, fearless, well-armed, and committed
Reaper - S, before death he was maybe C or B, now though? Can he actually be killed or can you just harm him? How do you kill mist with shotguns?
Reinhardt - A, dang fine Crusader, but a bit reckless. He’s tough though and his armor can shake off most of what you throw at him (shoulda worn that helmet bud, woulda kept your eye)
Roadhog - D, Muscle and… what exactly is powers again? Being fat and intimidating. Not too sure how good his gun is but I’m sure his gut wont be stopping bullets. Definitely smarter then junkrat though and can point his madness in the right direction.
Sigma - S, yeah I agree OP he’s basically Magneto from X-men.
Soldier 76 - B, Old age making him move slower, but the super soldier program still gets him at an above average rank. Plus he’s got more combat practice then most canonically.
Sombra - C, Not powerful in strength, but with plenty of tech around her she can be dangerous
Symmetra - S, She uses fricken light to make weapons and sculpt a city.
Torbjorn - B, Technically he probably has the biggest arsenal out of anyone and can mcguyver his way out a bad situation.
Tracer - A, Time warping power are handy and can keep her safe from most danger so long as her chrono thing is still ticking.
Widowmaker - D, She’s a sniper with tech… A great assassin but stealth is her superpower and great aim.
Winston - A, Smart and Strong, actually probably Overwatches strongest agent as well as it’s 2nd or 3rd smartest.
Wrecking Ball - C, I mean he made a Mech that beats all other competition?
Zarya - A, Russia’s finest soldier. Strong enough to rip the weapon of an Omnic Tank and use it as weapon.
Zenyatta - D, lore unknown.
S: Anyone with actual superpowers +Doomfist because he can punch through feet of concrete with one hand without the gauntlet and his Gauntlet pushes him past A anyway -Tracer because she gets wrecked in every appearance and is canonically stupid
A: Anyone with proven special operations combat experience
B: Anyone who just has stupidly strong technology like Lucio and Sym
F: literal whos like Mei

Symmetra is far from F tier. I mean, I get that her comic was one of the first set but c’mon
I changed it cuz I disagreed, if she didn’t have her weapons then yeah she’s be F but this is with weapon
I’d say Winston is B tier, given raw strength alone.
Anyone who was on Overwatch or Talon combat missions is at least B tier.

To be fair, as far as we know Mei had no combat training before or after her deep freeze and doesn’t use her weapon against baddies after escaping Antarctica.
That’s… a fair point actually, she certainly doesn’t look like she can fight well or would want to!
I’d honestly put her low B because she never uses her ability well and gets destroyed in all her appearances and the whole cadet “wots that mean” thing. Overall she comes off as very stupid and not particularly competent despite having an OP ability.
Well a GORILLA have x10 times the “Str” of a male-human. Winston have x10 times the force of a human and when he go into primal mode his force is increased x2 times
So winston in theory have x20 times the force a human. I dont think another OW hero can compete vs that.
A solid average “POWER-LIFTER” train with 300 pounds of weight. Winston can lift 3000 pounds on his normal stake and 6000 pounds during primal rage. He can “send to fly a bus” like king kong if you want a better example.

Zeny is an artificially intelligent zen master that can literally stop people from being harmed.
I think Moira might be B tier. Incredibly intelligent and a scientist like Winston but without the physical strength of a gorilla. She could be even higher given her fade and vampiric abilities.
Reaper is A tier, same with Moira. Tracer may be S tier also since she manipulates time. Genji would be B tier, along with Sombra because she has nano bots that hack the planet. In fact Sombra may be A tier also, seeing as she shuts down all cybernetics or electronics. Soldier and Rein are C tier. Zenyatta is A tier through his mystical abilities. Brig is E tier with Ana. Mercy is B or C tier.
Even when she’s working with others, Doomfist ripped her chronal accelerator off because she decided to just run in circles around him for some reason and she had to be saved by Winston (again.)
