Last night, I met a new person who wanted people to play with.
Tonight, I was able to whisper her up until the new patch.
After the new patch, I am not able to whisper her (it gives me the error 7000II) and I cannot whisper her on the battlenet launcher.
Things I’ve tried:
-Uninstalling and reinstalling
-Performing a scan and repair
-Deleting cache folder
-Removing her from friends list and re-adding her
But I still cannot whisper this person. I’m afraid she’ll think we won’t wanna hang out anymore 
Any idea what’s going on?
Are you both friends on Battle.net? You can only send whispers to those who are on your Friend List.
Yeah. I am friends with her, but even that didn’t work, as it kept giving me an error 7000II (or 700011) error code.
It happened after I patched the game to the most recent update.
Can you send messages to your friend using the Blizzard BattleNet App Launcher?
Sorry for bumping up an older thread. I have this problem, mostly to people who are registered in another regions (Asia/SA etc.)
When I whisper them in game, they just can’t see it at all. When I whisper them in battle.net app, I got the error ‘! There was an error delivering your message to PLAYER_NAME. (7004)’
They are on my friend list and I am sure I am not blocked by them. From reading other threads it doesn’t seem like reinstalling battle.net app would help.
