This happens for months. I used to experience randomly disconnect or not be able to enter the game. The thing get worst these days (especially after cross platform update),
It also hard to browse battle.net or the support pages (while the forum seem a bit slow but accessible)
I tried to launch game almost everyday but no luck
I used blizzard looking glass but I don’t know what these values are.

This is usually a sign of too much local congestion on the ISP.
You can post them in this thread for someone to review.

I am from Vietnam and I play on America server as I have always been for the rest of my career. The problem only happen around 3 months lately.
Somehow today the connection is kinda good. I’ve checked looking glass, although the ping is remaining the same, but no data loss. I’ll report to this thread if it happen again in the next days.
Since the high ping spikes are showing up on the ISP nodes, this would be a concern to address with the provider. Unfortunately, Blizzard staff won’t be able to contact them on your behalf.

I understand the issue, but as I pointed out, it’s happening on the ISP network. You will want to contact the ISP for assistance resolving this.
