Every time I try to create a custom game or even just enter the practice range I am met with the same error message of “Unable to create custom game.”
They added the requirement to have endorsement level 3. Maybe that’s it?

Most likely because you don’t have a level 3 endorsement, they’ve made it this season so you need to have a level 3 endorsement level to be the host of public custom games. However I believe you can still be the host of private custom games just like with your friends and stuff, without level 3 endorsement
I am experiencing the same issue.
The patch notes say that players below level 3 are restricted from switching lobby visibility to public.
But in reality they are unable to create lobbies themselves, regardless of visibility.
Blizzard needs to clarify whether this is a bug or a feature.
I have lv1 endorsement because i cant play qp because servers been weird for a few weeks but i can create private custom games or invite friends the only thing i cant do is make it public havemt had this error having 40 hours this season in custom

Yeah, it’s clearly a bug, I hope they fix it.

Having the same problem. Can’t create custom games and cannot join the practice range.
Any updates? cuz i still cant join training or create custom games.
Can’t make anything either. I also can’t get into practice range and in custom games if there’s no one in a server I can’t make a new server and other things like that.
I can’t do training. Are people just not able to play the tutorial ? or just me?
