This topic has been addressed before. Blizzard doesn’t want the players to have any say in what map they play on next, because they will almost always avoid the maps that many players don’t like (namely any and all Assault/2CP maps).
Blizzard has taken a stance that they would rather tweak and rebalance the less popular maps so that players at least have a better time playing them and not experiencing the issues that make them unfun to play on, but at the same time know that players don’t like the core concept behind Assault maps and aren’t going to remove them either.
Giving players the option of voting on maps would show considerable favoratism towards cerain map types (“Please vote between Escort, Control, Assault, or Hybrid”), or certain maps of a certain type (Please vote between Hanamura, Volskaya, Horizon, or Temple").
So are you proposing that it selects a map type and let’s the players vote for the same maps for that map type? (If KotH is voted for you can choose illios,Lijiang,Busan,nepal)
Well, no. I’m saying that even if that were an option, data would eventually show which map among each category is the least favorite among the whole playerbase, and Blizzard would soon find someway to force it upon us anyway.
After the match is over, the game presents, say, three map cards drawn randomly (one or two, may be three maps played last may be not in the pool). If a map you are not interested in wins you are free to leave without any penalties - the server will continue with the mvp map and backfillers will join.
The whole point is indeed not to play maps you do not like, that is why this map voting is suggested only for QP, a mode which is more for fun.
Any sort of map vote or map filter feature would orient the game away from some maps in favor of others for EVERYONE regardless of how it is implemented.
I like all the maps and I want an equal chance at playing them all. Allowing people to filter out maps would make some maps come up less often for me.
Fully randomized is the best way to do it.

Before you join a match or after it is over and the next one is decided - it does not really matter as long as you are told what map you will be playing on and have an option to leave without penalties if you are unhappy with the picked map.
Those who hone their skills towards competitive do not really care - they must know all the maps/modes equally well. But for those who just want to have casual fun in QP, having an opportunity to play more maps that they enjoy more is a significant in-game QoL change.
