no, because she does not do too much damage.
So it’s okay that she can fire middles at you and shoot while flying at you that is almost 300 damage instantly.

That’s not “instantly” at all.
Go up against a good Dva as a squishy and see how long you live.
I can beat her as a Zenyatta.

It really depends on the situation to be fair. Does D.Va have her matrix on cooldown, what abilities does she have available, how much health… etc.
If ALL her rockets and shots land, and when I say all, I mean every single one of those rockets. And even so, those has been nerf to deal as much as 187 damage. The first version of the rockets allow her to kill anyone with just the rockets alone, now you have to land every single shot and rockets just to kill 1 guy.
And beside, her giant hit boxes, sloe moving when firing make it easy for anyone to take her down. You see that mek flying at you with DM, you either retreat or fight back if you are a beam character (Zarya, Winston, Mei, heck even Doomfist).
Git gud or don’t play a squishy then lel.
Going againts good X pretty much have the same result with any hero.
