Gacha games’ “pulls” for heroes/weapons are legal and still being sold. So why can’t OW2 sell lootboxes since they are similar, just randomly pulling for skins.
They have to be cheaper than just buying the skins themselves. Do you think they will sell? Will players buy?

The fact that 2 legendary lootboxes will be part of the Premium track of the Battlepass is already problematic in my opion, but at least its guarantees a Legendary skin, and its guaranteed that you will get one that you don’t own yet.

they are in selected countries, others have a full ban on gambling
They risk getting banned again in certain regions, who banned games that SELL lootboxes, so no.
they didn’t get banned, just forced to disable selling lootboxes 
same with gatcha, free stuff still there
Many other games still sell loot boxes, or give the boxes away for free but charge for keys
actualy never checked TF2 as they had this system.
but again, it’s a select number of countries that adopted the gambling ban.
