I bought a second account a while back and my friend really wants to play overwatch and i wanna give her my second account. but does she still need to buy the game in order to play and actually have the log in screen on her computer and can she log in somewhere else?

I think blizzard app have option to gift someone game what make you buy it for someone like on steam. Im quite sure i did that once. Your friend just need own account for it first.
OW is pretty cheap rn, but you could always wait for a sale since the game goes on sale ever few months or so

just give her the alt account dude jesus you think blizzard does detective work on each random persons account? how can they discern between you playing at someone elses house for a LAN party and you staying home? oh yeah, they cant!
It might be against the ToS but in reality nothing will be done about it. I would know.

Just let her play on your second account. The ToS is mostly there to prevent boosting in competitive. Blizzard won’t ban you for playing some casual games with your friend that wants to try the game…
