I one-trick Mercy.
When you think he’s going for Death Blossom, hit him with everything you have. Even as Mercy, I’ve taken him out during Death Blossom with my pistol many many times, including in PvP, and it’s pretty much the only way to save your team. No healing can counter that.
Could you clarify what hero you are having troubles with him primarily?
If it’s Zen, it’s not going to be pretty if he closes with you generally.
Have anybody on your team pick Brigitte.
McCree or anyone that can stun is a pretty good counter. I hate to say it but Flash and Fan works the best since duble headshot usually doesn’t do enough dmg, also snipers and other medium to long range heroes work best.
CC, mobility, or long-ranged heroes. Also listen closely for his distinctive boots and keep track of where he is at all times.
It really depends on what heroes you play. General advice is to stay out of his effective range, but we can’t get more specific than that without knowing who’s going up against him.
Tanks primarily. I just keep reaching this state of “well I’m dead now”.
I get that he counters tanks, but yeeesh, I must be doing something wrong for him to be able to get those death blossom that quickly and with 2-3 kills.
Play baguette and peg him with your flail.
He struggles with snipers, quite a bit, if they are positioned well and they have great mobility to escape him regardless of whether or not that is the case. He also has one of the largest relative hit-boxes and his one tool to engage with them leaves him entirely vulnerable forcing him to take a “safe” route that wastes time and lowers your value.
You can also, ironically, invalidate him by running triple tank. If you already have 2 tanks, swap to another one. Especially a dive tank as they have mobility to bail themselves out. If your team is already running Winston/D.Va, Orisa is a great choice because she can pressure him from range, displace him, and has increased protection if he just walks past your shield.
Other than that, Pharah is a great pick as he cannot contest her unless she runs out of fuel.
If the Reaper is overly aggressive, Mei can even be a decent pick. With her high headshot burst that is easy to land and slow to bait out an early wraith, if she messes up, she can iceblock to force him to reposition or wait while your team reacts. She is decent if the Reaper is not great at aiming. Definitely a viable counter at lower (sub-diamond) ranks.
Brigitte is not great at solo’ing Reaper despite some people listing her. She is more of a “if you have her, anyone can counter Reaper” sort of character. She invalidates his ultimate and can stun him so that virtually anyone can handle him. Her armor is the strongest anti-Reaper tool that keeps your entire team relatively safe from his burst.
With Reinhardt: If you can’t block his blossom from killing your teammates, pin him. Favor blocking when you can though because dropping your shield is high-risk.
With Winston: Drop a bubble on him and GTFO if he ults. In regular fights you can play around the fringe of your bubble and fight him pretty well, but that’s a fairly advanced tactic that you shouldn’t be doing until you feel comfortable with it.
With D.Va: If you think he has ult and is trying to attack, save your DM. When he ults, cover him with your DM and unload rockets into his face.
With Zarya: There’s not a lot you can do to prevent him from blossoming, but keep your distance to a respectable level to minimize the damage that you take, keep your bubble so you can possibly save someone, and whale on him with your primary fire. He can’t really move much while ulting so you should be able to melt him if your aim is good. if your aim isn’t good, you probably shouldn’t be playing Zarya.
With Roadhog: Conserve your hook for when he blossoms. If he’s at a medium range, right click him and you’ll outdamage him due to the way falloff works with alt-fire. In a pinch, you can just tank the ult, walk up to his face, and OHKO him.
For all of these characters, you’re going to need to learn how to anticipate when and where he’s going to ult, and where he’s going to come from. That really requires experience, and can be accelerated by playing Reaper yourself from time to time.
This can’t be stressed enough. If I’m playing Reaper I will often deliberately go after Brigitte first because she’s good at mitigating me but not so good at actually fighting me. And she doesn’t have much in the way of escapes.

The only tank that can consistently fight Reaper is Roadhog. Everyone else needs their team to help. Call out for someone to assist you. Reaper really isn’t good for anything except killing tanks.
I’ve had pretty good luck with Orisa personally. His hit-box is nice and large which is perfect for her gun, and if he does get close, just shield dance and use Halt & Fortify as necessary.
Soldier, Pharah…anyone with decent range.
