Go to account services on payment options and open a ticket there go to in game store there’s a button that will say in game refund click that they will be listed as blue.

Actually the purchase of Overwatch League skins from OWL tokens cannot be refunded by Blizzard customer service.

The instructions you are attempting to provide is for cash purchases of any in-game item such as purchasing League tokens. Original poster is attempting to refund OWL token purchase of a skin which is not possible.
Furthermore please do not attempt to initiate private contact with a user for a matter of technical service. As one of the forum MVPs, I welcome and appreciate your assistance publicly here on the forums, but attempting to reach out to other players privately for matter such as this is extremely risky and could result in an account action if it is perceived as a scam.
