We need it but lock it for 1000+ hour players. This way we can get what changes we want (while not breaking the game) and devs can ask us about sombra hitscan nerfs or small buffs to slightly underpowered characters in the game. Mei for example perfect for balance but is still in a rough spot.

I would rather the game be balanced only around bronze before that.
Just because someone has alot of hours on the game does not mean they know what is best for the game.
Eh, I have 11k hours in dbd and I’m a god in that game, so I think somewhere around that is good.

They’d never do this. Way too easy to exploit by conspiring through discord groups, reddit, etc. Results would also be naturally skewed in favor of heroes with larger playerbases. The D.Va community could have Zarya dumpstered in an instant. 
And Genji mains would have him buffed to godhood.
There are only a small handful of players that can be expected to give honest, unbiased balance advice anyway.
