The solution isn’t to raise DPS’s damage. The power creep of burst damage is the exact reason of why GOATS became as dominant as it can, because picks provided such an advantage in a teamfight, GOATS was the natural outcome of building a comp thats hard to pick.
The solution to making DPS better is reducing the survival gap between DPS and Tanks so that burst damage is less impactful and DPS who have superior sustained damage can actually survive a teamfight and not just get exploded by a Widow, Hanzo or Doomfist.
